Luton has two council tips, which the council calls Tidy Tips. One is on Eaton Green Road (LU2 9RT) in the east of the town. The other is on Progress Way (LU4 9TR) in the north west. In a family car you can drive in with a small load, as long as you bring proof of address and photo ID. Things change once the rubbish needs a van. Vans, pick-ups, minibuses and cars towing a larger trailer all need a council permit, and each permit is good for one visit. That is often the point where paying a carrier becomes the simpler option. If you go that way, the law gives you a duty too, not only the carrier. Below are the local rules, so you can pick the right route for each load.

Tidy Tip permits are issued only to Luton residents, and only for small volumes of household waste. One permit covers one visit within 30 days of being issued. A household can hold one permit at a time, up to 12 in a year. If you have hired a van, the site team will ask for the hire agreement and proof of address. Trailers bigger than 1.8m by 1.2m are never allowed on site, and nor are vehicles with double axle wheels.

Trade waste goes elsewhere. The council says businesses, tradespeople working on your home and landlords must pay to use the Progress Way site. The only landlord exception is when tenants bring their own waste. Large building projects, such as loft conversions and extensions, are charged too.

Dumping is watched. In late 2025, council officers set up CCTV at the Calverton Road glass recycling site after repeated reports. Over four weeks they logged more than 40 incidents, and 11 people received a £1,000 fixed penalty notice.

Householders share the risk. Government guidance allows a council to fine a householder up to £600 for handing waste to someone who is not authorised to take it. Checking a carrier's registration before they load is one way to show you took reasonable care.
