Fly Tipping Clearance for Colchester
Colchester City Council cleared 4,332 fly-tipping incidents in the year to November 2025, at a cost of more than £85,000. Those were clean-ups paid for by local taxpayers. Waste dumped on a private yard, a farm gateway, a car park or a shared drive is a different situation, with its own rules for the person in charge of the land. If rubbish has been dumped on your property in Colchester, you need to report it and record it, then get it removed by someone licensed to carry waste. That last step protects you as well as the land. Below we explain how reporting works here, what the law says about landowners, and the warning signs the council itself gives about cut-price rubbish collections.
You can report a fly-tip to Colchester City Council online. The council's examples are useful: leaving items beside street bins and recycling banks, on the floor of communal bin areas, or outside a closed recycling centre or charity shop all count as fly-tipping. If your own waste is dumped, whether by you or by someone you paid, you could face a fine or court action.
The council also cleans up the main roads. Over three nights from 27 October 2025, its teams lifted 1.65 tonnes of tyres, bottles, cardboard and old signs from council lay-bys and from the A12 between junctions 28 and 26. Its advice to households is short. Ask any collector for their waste carrier registration number and check it on the Environment Agency's public register. Then make sure you will get a receipt.
For private land, the key law is section 59 of the Environmental Protection Act 1990. It lets a council serve notice requiring an occupier to remove waste within a period of at least 21 days. Since a later amendment, that notice can only be served if the council is satisfied the occupier deposited the waste, or knowingly caused or permitted it. That should protect an innocent occupier, but clearing quickly and keeping the paperwork is still the safest course.

Answers
Colchester FAQs
Will Colchester City Council clear rubbish dumped on my business car park?+
The council's recent clean-ups have been on land it is responsible for, such as its own lay-bys. For a private car park, report the fly-tip first, then arrange removal by a registered waste carrier and keep the waste transfer note.
How do I check a waste carrier in Colchester before I hire them?+
Ask for their registration number and look it up on the Environment Agency's public register. The council gives the Agency's phone line, 0300 065 3000, for anyone who can't check online.
